Permit Registration

All motor vehicles parked on the University of Houston-Clear Lake campus must be parked within the appropriate parking lots as identified on the parking permit.  Vehicles without approved parking permits, must park in Lot R, or at a parking meter [see Section IV. A. (3) Visitors]. Transferring the UHCL hangtag permit to any vehicle is allowed; however, the permit holder on file with the University Police Department will be responsible for parking violations by any vehicle bearing the permit.  Purchase of a parking permit does not guarantee the availability of a parking space. It is the responsibility of the vehicle operator to find an approved space.

A.  Students 
Students should apply for a permit as part of the academic registration at  the beginning of each semester.  If for some reason a student fails to purchase parking with registration, the student may purchase a permit directly through the University Police Department.  Students may opt to purchase an annual permit during the fall semester, which remains valid during a complete academic year.  Annual permits are only sold during the fall semester.  Individual semester permits are sold throughout the rest of the academic year.

B.  Employees
Current UHCL Employees shall apply for an annual parking permit at the opening of each Fall Semester. New UHCL employees can apply for a complimentary temporary permit for the first thirty days of their employment.  After that time, a permanent parking permit must be purchased.  The cost for new employees will be prorated based on their start date.
The term “employee” does not include graduate teaching assistants, research assistants or fellows. These persons should purchase student parking. Temporary employees (those whose employment is less than a semester in length) shall apply for a parking permit prorated for the period of time employed at UHCL.

C.  Drivers with Disabilities
Special platform style handicap parking spaces have been provided and are reserved for those disabled persons who must use lifts or other mechanical devices to enter or exit their vehicles.  Individuals not requiring such special spaces are requested to park in the conventional handicap spaces when available. 

D. Temporary Parking Permits
The University recognizes the need for temporary parking permits for those instances when a UHCL employee or student forgets his/her parking permit. If an employee or student has paid for parking for the semester or year, but has forgotten the permit, the employee or student should go to the University Police Department (Bayou Bldg. Suite 1636) and request a free temporary permit for the day.  Upon receipt of the permit, it must be conspicuously displayed on the driver’s side dashboard. If the employee or student does not wish to return to his/her vehicle, the University Police Department will register the vehicle for a $1.00 fee.  The vehicle license plate number is necessary for this option. 

E. Motorcycles, Mopeds or Motor Scooters
Motorcycles, mopeds, motor scooters, and bicycles must be parked in areas specifically designated for the parking of such vehicles.  They should not park in regular parking spaces designed for automobiles. Such vehicles are not permitted in campus buildings.

Students or employees parking a motorcycle, moped or motor scooter on campus shall pay regular parking fees for parking permits if they are not also purchasing a parking permit for an automobile.  However, if the student or employee already has a paid parking permit for an automobile, the student or employee may also purchase one additional permit for a motorcycle, moped or motor scooter for a $10.00 fee.  Purchasing a second permit at a reduced rate is based upon proof of ownership and only applies when one of the vehicles to be parked on this campus is a motorcycle, moped or motor scooter.

Per state law, it is unlawful for a person to ride or otherwise use any vehicle (including bicycles) on any pathway, sidewalk, or handicapped ramp, or in any building.  Wheelchairs or other vehicles normally used by handicapped persons are permitted.  Every person operating a motorcycle, moped, motor scooter, or bicycle must give the pedestrian the right-of-way at all times, keep to the right of the roadway, and obey all traffic laws.

F. Replacement Permits
All lost or stolen parking permits must be reported to the University Police Department immediately.  Once reported lost or stolen, these permits will no longer be valid.  Reporting the loss or theft is required prior to the purchase of a replacement permit.  Stolen or lost permits will be replaced for a $10.00 fee.
